Strategies for sustainable development require concerted action of the diverse groups of stakeholders which are essential for creating success. Weak groups need to be able to express their voice, and institutional barriers and imbalanced power need to be adressed to enable innovative solution getting accepted and implemented. Counter-acting legal structures and regulation need to be identified and replaced by alternative that catalyze change.
